Description

VVC is the most recent standard for video compression. It allows reducing latency by using Gradual Decoding Refresh, which spreads the high coding cost of non-predicted frames (intra frames) over several images, smoothing out the associated rate peak.

However, the transmission latency is also affected by the frame-by-frame coding rate. 

In this thesis, the goal is to modify the souce code of the VCC codec in order to make it possible to receive a decided rate value frame-by-frame. The rate value is decided by an external method that estimates the optimal value
